No construction rules: it's mean to be a gameplay-only manual, just stuff to use at the tabletop in-game, so that was deliberately left out. All the weapons have tonnage and crit info, but that's more of a "the room was there in the tables and people like to know that info for comparative purposes" rather than any real plans to build mechs using the book.
